These figures from the above noted BOROUGH DOCUMENTS definitely show that revenue from HU subscribers is decreasing and the Borough will have to increase subsidies to HU because these same documents also indicate expenditures are increasing.
The above BOROUGH DOCUMENTS prove that Hometown Utilicom is not a viable venture and when you take into account the altered foreman reports, HU expenditures paid by the Borough and salaries of HU employees charged to other Borough Departments you can clearly see Hometown Utilicom loses, like I have been saying, about $1 million a year.
Mr. Dawson’s report was untrue and did not satisfy the conditions set by Mayor Green and the Borough Council that the $1 million loan can not be spent unless a Marketing or Business Plan was produced. Mayor Green only signed the Ordinance with this guarantee from the Borough Council. The December 3, meeting was a farce and the $1 million loan is being spent illegally because you did not satisfy the conditions set by you and Mayor Green. You set up this agreement by a unanimous vote at the March 2008 Council Meeting. You can not pass legislation and then violate your own legislation.
I demand an answer to this letter and you also owe an explanation to the residents of the Borough.

Dear Borough,
In my most recent Blogs I have posted financial statistics from Borough Documents (your documents) that point out that Hometown Utilicom’s revenue is decreasing and its expenditures are increasing. I also state that you are falsifying the Budget, publishing fraudulent reports, altering foreman’s reports and illegally moving Borough Funds into Hometown Utilicom. Added to this the Budget for 2009 is about $3 million more than 2006. I also pointed out that Mr. Dawson of CCG Consulting was voted $20,000 to tell you that HU is a viable and well run venture. I say Mr. Dawson’s report was a farce based on the records you gave him. To help pay for HU you charge electric customers double the rate charged by providers of the surrounding areas.
You never challenged or disputed any of my figures or statements in my Blogs because they are true and are based on your records and you know you are in serious financial trouble. Yet you forged ahead to spend the $1 million HU loan without a Marketing Plan or a Business Plan as promised to Mayor Green before she signed for the loan at the February 2008 Council Meeting.

It is based on honesty and integrity and I have not received one legitimate complaint or challenge to my accusations, statistics, figures and comments to my 97 posts. Therefore I am assuming my posts are all true. I have addressed and written, at one time or another, to every Borough Official and policy making employees and have not received one reply and that includes Solicitors Dietrich, Solicitor Mooney and Auditors Long & Barrell. In fact the Borough Solicitors have advised all Borough Officials not to answer my posts.

I would like Idiot Search to go to his friends in the Borough Hall and ask them to correct or confirm the figures posted on my blog of January 14,2009 Hometown Utilicom Finances. All the facts and figures on that blog are from BOROUGH DOCUMENTS namely the Audits of 2006 and 2007 and the 2009 Budget. I know the difference between an audit and a budget and there are no comparisons in my blog between them. I stated the figures from both to show the amounts and direction of the revenue and expenses for Hometown Utilicom which clearly demonstrate that revenue is decreasing and expenses are increasing. The figures speak for themselves. I also state in the blog that HU is not a viable business and it loses about $1 million a year. These are cold hard facts and not my opinions. Information Technology Director Frank Caruso, who heads Hometown Utilicom, would be the best person in the Borough Hall to ask for this information.
Idiot Search please stop all the rhetoric and name calling and challenge the statements of the blog and answer the following questions. Are HU revenues decreasing? Are HU expenditures increasing? Is HU a viable business? Does HU lose about $1 million a year?

I am more than happy with all of your recent comments and thank you for all of your attention and kind remarks. You are all my inspiration. The Borough must be very happy and proud to have your support. I am glad you are on their side. It is strange that all your remarks are about me personally and not about my claims about the Borough. I want you all to know that the Borough spent $200,000 investigating me when I was mayor and never found me guilty of any wrong doing. I am ready to answer any of your false and fabricated claims when you have the courage to identify yourselves. Why attack me I am not falsifying our financial records and bankrupting the Borough the elected officials are. Now that every one knows all the lies about me let us get back to business which is the Borough, HU and its finances.
I noticed that none of you commented on my blog (Borough Finance Confusion) of December 23, 2008 where I pointed out that the Reading Eagle stated the Borough increased the Fire Tax (Real Estate Tax) by .25 mils and The Patriot stated no tax increases in Kutztown. There was no correction or retraction of the disagreement by any one. The Patriot article also stated the utility funds were paying for the losses of HU which is a Borough Code violation.
In the blog I also pointed out the Borough Code violations by Former Borough Managers\Treasurers Hill and Vettraino and again no comments or disagreements. I also mentioned the breaking of the Apex Contract which is a catastrophic loss for the Borough and the paying of the Water and Sewer bill monthly instead of quarterly because the Borough is desperate for funds to pay for the HU losses.

There have been 23 comments to my last three blogs and not one has challenged my statements, facts or accusations as to what the Borough is doing. If any one would like to speak or comment to me I hold court at the Uptown CafĂ© every morning. I later sit at Sal’s Pizza Shop in the afternoon. In between I visit Bailey’s Barber Shop. I can also be found walking Main Street and I am available to the public at all times. When is the last time any one has seen Mayor Green, Council President Eidle, Council Vice President Seyler, Councilman Schlegel, Councilman Gangewere, Councilman Snyder, Councilwoman Bray, Borough Manager\Treasurer Khalife Information Technology Director Caruso or Assistant Treasurer Samilo in public and available to answer questions about Borough finances and activities. They are never available and in fact the public does not even attend Council Meetings. In fact the Borough never publishes any statements about current affairs and the minutes of the October Council Meeting were published January 10, more than 2 months after the meeting.
The Minutes note on page 17525 that the Council voted unanimously for our friendly independent auditor Long & Barrell a fee not to exceed $28,000 for auditing our books. The Council also voted unanimously to award a bid for a Security Surveillance System to LANtek for $20,040. Was there a public bid for this contract? It should also be noted that LANtek is mentioned as a Business Alliance of the Borough on the Borough website.
I would like to state that the Kutztown American Legion is alive and well and can be contacted at P.O. Box 39 Kutztown, 19530. When do you think I bankrupted the American Legion, before or after I donated my first year’s salary as Mayor, $3,325 to the Borough? Did any other elected official ever donate any money to the Borough?

Dear Borough Officials,
ITD Frank Caruso stated recently that breaking the Hometown Utilicom contract by Apex was no loss. This isn’t true because you all know that the Borough counted on the Apex Student Housing for many additional subscribers. You all also know that the contract with Apex, originally made with Grande, requires Apex to supply and install all the infrastructure in the development for HU services and it would be turned over to the Borough upon completion free of charge. Hometown Utilicom received this and many more concessions from the developer in exchange for Borough Water and Sewer for the development which is outside the Borough. The Borough Council had no obligation to but made the decision to sell the utilities outside the borough to gain Subscribers for Hometown Utilicom. The original developer bought the Apex property for $440,000 and after the Borough Council voted to give the developer water and sewer the property was sold to Apex for $3.2 million.
This sweetheart deal for the Borough was concocted by the Borough Elected Officials and Borough Manager Jaymes Vettraino to keep Telecom competitors out of the development. Aside from the Borough blackmailing the developer into this one sided contract there were many opportunities here for corruption by Borough Officials.
The scheme fell through when the Borough (Hometown Utilicom) could not produce or provide the internet services as was promised by HU and Apex opted to end the contract. Ex- Borough Manager\Treasurer Keith Hill, who initiated HU knew HU would fail, sued the Borough and I, when I was Mayor, and was awarded an insurance settlement $162,000. Borough Officials helped Mr. Hill in his case. He will also receive a healthy pension from the Borough. Mr. Hill then unethically and immediately went to work for SS&M, the Borough Engineering firm. He later went to work for Atlantic Engineering the contracting firm that Mr. Hill recommended and awarded the contract to install the fiber system which I think was over $2 million.
Ex-Borough Manager\Treasurer Vettraino also left the Borough because he knew that HU would fail and this Apex contract, which he negotiated, would be an embarrassment just as it turned out to be. While he was employed by the Borough he also gave out a $225,000 contract to a computer firm without a public bid, which is illegal, and the firm, New World Systems, is located in his hometown of Morton Michigan. The firm failed to fulfill the contract of utility billing.
The present Borough Manager\Treasurer Gabriel Khalife has continued the policies of Mr. Hill and Mr. Vettraino of not publicizing any financial records of HU.
You have engaged in illegal and unethical activities with the approval of Borough Solicitors Dietrich and Mooney. It is illegal for a municipality to legislate to favor a business venture that is owned by the legislators. The Editorial in The Reading Eagle of January 3,2009 agrees with this.

He later went to work for Atlantic Engineering the contracting firm that Mr. Hill recommended and awarded the contract to install the fiber system which I think was over $2 million.
Ex-Borough Manager\Treasurer Vettraino also left the Borough because he knew that HU would fail and this Apex contract, which he negotiated, would be an embarrassment just as it turned out to be. While he was employed by the Borough he also gave out a $225,000 contract to a computer firm without a public bid, which is illegal, and the firm, New World Systems, is located in his hometown of Morton Michigan. The firm failed to fulfill the contract of utility billing.
The present Borough Manager\Treasurer Gabriel Khalife has continued the policies of Mr. Hill and Mr. Vettraino of not publicizing any financial records of HU.
You have engaged in illegal and unethical activities with the approval of Borough Solicitors Dietrich and Mooney. It is illegal for a municipality to legislate to favor a business venture that is owned by the legislators. The Editorial in The Reading Eagle of January 3,2009 agrees with this.

I am the former Mayor of Kutztown and would like to say that your report that the Council voted $ 20,000 for was not very informative and lacked facts, figures and statistics. You were intentionally and deliberately lied to and misled by the Kutztown Borough Elected Officials, appointed Borough Employees, with the approval of the Borough Solicitors. Please go to my blog and read my comments about your report.
You could never address any of the following questions of Hometown Utilicom?
1) Number of Cable TV subscribers.
2) Number of Internet subscribers.
3) Number of Telephone subscribers.
4) Amount of revenue from subscribers.
5) Amount of revenue from funds within the Borough.
6) The number of HU employees, the HU payroll and the HU wages.
7) Is the salary of HU Director Caruso paid by HU.
8) How did you arrive at the number of subscribers of HU was about 1,000.
9) Audits, Profit or Loss statements or financial reports on HU.
10) Business Plan or Marketing Plan required as per the February Council Meeting.
11) The status of the Apex Contract which can not be fulfilled by HU.
12) The total debt or debt service of HU since its inception in 2002.
13) The amount of funds moved into HU by the Borough since its inception in 2002.
14) The audit of the Electric Fund that indicates the amount of funds moved into HU.
15) What the $1 million loan, you recommended, would be used for.
16) That the Borough does not employ a CPA or an accountant with a $21 million budget.
If you had addressed the above items your report would state that HU should be shut down immediately. You did not produce any statistics, projections, graphs, facts or figures that demonstrate that HU will about break even this year is heading for a profit next year as you stated because you were never given the financial reports and information of HU. There is no evidence that even hints that HU about broke even this year or can be profitable next year as you stated.
I have attached a few pages from my blog and if you go to my blog you will see all the questions, criticisms and accusations I forwarded to the Borough. I have never received a comment or reply to any of my letters and I was told by Council President Eidle that the Borough Solicitor advised them not to reply to my letters.
The Borough Council engaged you to produce a Business Plan or Marketing Plan for HU because HU is not capable of creating either of them. You recommend a citizens committee for guidance of HU because again HU, which you stated was well run, is not able to direct operations. As you must have noticed at the Council Meeting that the residents do not have a clue as to what the Borough is doing with our finances much less know about HU.
