Dear Elected Officials,

How can you 7 elected officials unanimously vote and allow the following:

1) The Borough Electric rate to increase to 90% higher than the rate of the surrounding area. Example: If a Met Ed bill is $100 the Borough bill is $190.

2) The Real Estate Tax more than double from 1.2 mils to 2.6 mils. Example: The Tax on a residence assessed at $100,000 was $120 per year is now $260.

3) Borough Manager\Treasurer Vettraino and Information Technology Director Caruso convince you to borrow $1.3 million from a bank to finance Hometown Utilicom without a progress report, financial report or an audit.

4) The combined salaries and benefits of Borough Manager\Treasurer Vettraino and Information Technology Director Caruso to be about $250,000 a year.

5) The Borough debt to be increased from about $14 million to about $15.3 million and increase the loan payments to an average of about $100,000 a month.

6) Under the leadership and direction of Borough Manager Vettraino and Information Technology Director Caruso Hometown Utilicom loses about $1 million a year which is about $80,000 a month.

7) Concealing the facts that Ex-Borough Manager\Treasurer Keith Hill sued the Borough and I and received an insurance settlement of about $162,000 which amounts to insurance fraud. And that he is currently employed by Atlantic Engineering the firm he illegally gave the Fiber Optics contract to of over $2 million without a public bid with Council’s approval when he was Kutztown’s Borough Manager\Treasurer. Mr. Hill will receive a substantial pension from the Borough when he retires.

8) Retaining New World Systems the Computer firm that was awarded a contract without a public bid of about $225,000 by Borough Manager Vettraino. The system is a failure and is located in Troy Michigan Mr. Vettraino’s hometown.

9) The depletion of all Reserve Funds. The Borough currently has no reserve funds.

10) Having no Budget or Audit available to the public for 2006 and falsifying the budgets and publishing fraudulent financial reports.

11) Raising the occupation tax from $10 to $52 annually and raising the Housing Permit fee.

There are many more illegal, unethical, secretive and deceptive activities voted on

and approved by you and most of it is due to deceiving the public about the Borough’s finances which are mainly directed at transferring funds illegally within the Borough to finance Hometown Utilicom. Most of my above statements point out that the Borough is in financial trouble and you are desperate for revenue and have raised all of our rates and fees and have even created new fees. The foundry and Wissahicken Water have left, is it too costly to conduct business in the Borough? How can you allow a Borough that owns its own electric company to go into debt for $15.3 million? What about all of our senior citizens who are on fixed income that are leaving the Borough because it is too expensive to live here.

I do not expect a response to this letter, but I would like to advise you that you and all the parties I copy can never say they did not know about our situation. I also would like you all to know that if you vote on a subject that is illegal and you know it is illegal at the time of the vote and it is later determined to be illegal you can be sued personally.
