Letter to District Attorney Adams

Dear Sir,

Attached please find a letter I wrote to Attorney General Corbett, dated January 22, 2008, in which I complain about the Borough of Kutztown’s illegal activities. As you can see in short that there are no Budgets for 2006 and 2007 available to the public which is a violation of the Borough Code. In fact there aren’t any budgets available at the Borough Hall. The Borough is also making illegal internal transfers of funds to and from different Departments. The Borough has not had an internal audit for at least 14 years and the 2006 Budget has not been finalized and audited as of this date. The Borough does not employ an accountant or retain a CPA. Another example of the Borough’s shoddy and reckless bookkeeping is the Borough Council approved Borough Manager\Treasurer Vettraino’s request to Borrow $1.3 million for our Telecommunications, a business venture that loses about $1 million a year, and he will explain the terms and the purpose of the loan in the first quarter of 2008. The Borough Council voted unanimously to honor his request without knowing the terms or purpose of the loan.

I have also attached the reply to my letter from State Attorney General’s Office, dated January 31, 2008 and signed by Robert A. Mulle who is the Chief Deputy Attorney General Office of Civil Law. He states my complaints and observations do not come under his jurisdiction and refers me to your office. I have much more information and proof of the Borough brazenly and openly withholding all information about the Borough’s finances.

I hope you will look into this matter because I feel there has to be some law enforcement agency that has jurisdiction over the Borough’s finances. The only way a resident could have the Borough open our financial records is to pay an attorney and go into the Court of Common pleas. Thank you.
