Recently I went to the desk at the Borough Hall and asked to see the 2006 or 2007 Budget and there was complete Panic. Below ( Kutztown Police Called to Protect the Borough) is a brief accounting of what took place.
This episode clearly explains, with complete disregard of the Borough Code, that your position is that you do not want the Budget to be available for public scrutiny. Mr. Long, of the Borough’s Independent Auditor Long & Barrell, stated that he has nothing to do with whether there is a Budget available for the public. I asked him if the 2006 Budget was audited and appeared in a newspaper, as per the Borough Code, and he responded he thought so. In the past Mr. Long has told me that in the Mandatory Borough Annual Audit his firm only notes funds coming into the Borough and leaving the Borough. Why don’t Mr. Long or Borough Solicitors Dietrich and Mooney tell you that not having a Budget available at the Borough Hall is a Borough Code violation? Why don’t they tell you to publish statistics and a financial report on Hometown Utilicom before we retain an outside Consultant. Why not let the public see the information the Consultant is going see? Will the information embarrass you?
I am sure that if you show a copy of the Budget to anyone you will make sure they are unable to read it. If they can read it they will see that more revenue comes into HU from within the Borough through your financial schemes, fabricated rentals and services, and illegal transfers of funds then comes from the HU subscribers. I think the last time I saw the budget was 2005 it showed the total revenue for the year from HU customers was about $500,000 and the total revenue in HU for the year was about $1,200,000 which means about $700,000 came illegally from within the Borough. Didn’t our HU experts Vettraino and Caruso tell you before hand that our equipment was outdated and had to be updated in 2009 to comply with Federal Law that was passed at least 2 years ago.
I notice that you do not have many supporters at our Council Meetings. I think they now know as Councilman Strasser knows that HU is a losing proposition and has no future.
I think it is about time that you answer my accusations, comments and questions and open our financial books and records. I stand behind my statements that the Budget is falsified and that the Borough publishes fraudulent reports. Jerry

jerry , this post is in response to the many detractors that have resorted to namecalling , but fail to post their names . truly gutless . let's look at both sides ....mr. marino simply wants disclosure of records (i.e. budgets , accounting spreadsheets , internal fund transfers , etc.) . the reason...jerry , like ALL of the residents of Kutztown , demand accountability from our elected officials . this is no longer a democracy , this has to chagrin of many , become a business (and the way i see it a poorly run one at that ) . you , mr. anonymous blogger , are a shareholder , as we all are in this venture . do you think that as such , the accounting and budget should be scrutinized ? should mr. marino , a shareholder , be allowed to see how our board of directors (bourough council), directs funds ? is it possible that jerry might just be right on some of the points that he has brought attention to ? i'm not saying that you have to agree with everything , but if he is right about one point ,should that not be enough for you to question the council's actions . from your posts , i am inclined to belive that you are in the know and have access to the documents that jerry has requested ....show him , and while your at it , show me . let's take it one step further and show everyone ...the shareholders .
it's known as the open records law . you should be concerned more with how your money is being wasted on a venture into the private business sector . this is not , nor has it ever been the , the purpose of the government , to compete with private business . how would it be if borough council decided to open a travel agency , computer store , florist , restraunt ,clothing store , or even a pizza shop . what business do you , a taxpayer , want the government to get into with you ? think about it ? you know how efficent the government is .they have such a good track record .now is the time to ask how healthy this business is before another 1.3 mil is thrown down the drain . please remember that this is your money also .
I can not believe how ignorant some people are. The very information that jerry says is not available was published in the newspaper this week! Nuff said.
where?????? the patriot ? not what i would call a reliable source . they report what they are given , and i use the term report with due trepidation . why did mr. strausser decide to resign in such short measure after winning election to such an elevated post ? i belive it was he who said that he could no longer see throwing money down a black hole . i am not a cpa , but i can see deficiencies in the numbers presented . the borough is in damage control mode , and the question now is how much damage has been done ? the money transferred from the electric fund to shore up the h.u. and then borrowing from a bank instead of floating a bond , brings up some intresting points . and please let us not forget that our millage has gone up along with our electric , water and sewer , and every other service that the borough has control of . we also have the highest paid manager of any town or city in berks and lehigh county . go figure . what do you think the severance package should be for mr. vettriano ? i welcome a face to face with you to discuss any issues you may have . jerry knows who i am and he will give you my number , just ask .
