Kutztown Borough Per Capita Tax

A few residents of the Borough have told me they pay a per capita tax of $52 annually to the Borough. Last year the Borough Council, in their desperate search for funds to help finance Hometown Utilicom, raised the tax from $10 to $52 per person. This tax is paid by everyone who works in the Borough. I think it is a disgrace that Borough residents aren’t excluded from this tax. If a resident uses their house as mailing address they will pay the $52.

I thought the Borough was in the process of inviting business firms to move into the Borough as Telecom subscribers. This tax increase was recommended by ex-Borough Manager\Treasurer Jaymes Vettraino who has left the state in a hurry to be near his family.

What is the per capita tax?
A per capita tax is a flat rate tax equally levied on all adult residents within a taxing district. It is not dependent upon employment.

What is the Occupation assessment, Flat Occupation Tax?

Depending upon the district that you live in, the County, Township/Municipality and School District can each enact a Per Capita and Occupation tax.

Can I apply for exoneration from this tax?

The Per Capita Tax is not a tax created to pay for services such as HomeTown Utilicom. The tax is applied to cities, towns, townships, and boroughs. The State of PA issued the change to the rate of the Per Capita that Mr Marino refers to.

The tax has no bearing on any Utility Service.

It is used in part, for Police Services and the Community Development office which are funded by the general fund.

Come Marino, get it right at least once.

Come up with soemthing new and creative that has some "meat". Stop nit-picking at non-sense.

It is obvious from your writing that you do not understand the Per-Capita Tax and its purpose. Read the prior posting and learn.

* Print your proof.
* Prove you are who you say you are.
* Answer the publics questions asked.
* Respond to the claim that the Borough has provided others with information when asked.
* Explain why you did not use the Boroughs website to download the Financial information you claim you cannot get.
* What are your qualifications that make you an authority on Government practices?

Why are you, Mr. Gennaro evading the questions and avoiding proving what you say?

Have you ever heard the term "narcistic"?

It would not surprise me to hear that you have been told this, professionally, more than once.

I took it upon myself and called the Borough and spoke to the Finance Director Russ. I asked how I could get a copy of the Budget, he told me to come in and ask at the front counter, he said I could review it there and if I wanted a printed copy or copies of certain pages I could request them, I would have to pay a copy charge for each page. I asked if the 2007 Audit is available and he said the Auditors are finalizing it and it should be available at the end of July.

Russ also told me that I could go to the Boroughs website and view or download the 2004, 2005, 2006 Audited Financial Reports and the 2008 Budget detail report which is also available.

I don't know about you but something here sure does not make sense. The Marino Report has claimed over and over again that "The Borough is hiding information", "They won't give me a copy of the Budget".

All I did was call and I was told what to do. There is one claim that may be correct, The Borough will not give you a copy. You must pay for it if you want to take it with you. If you download it yourself then it is free.

The Marino Report also claims the Borough does not have an Auditor, well the Finance Director told me the Auditor is finalizing the 2007 Audit. So the Borough in fact has an Auditor. Another false claim by The Marino Report.

At this time, everyone should be asking themselves what is the real purpose of Mr. Marino and his constant badgering and dissemination of false information and claims?

I took the time to check out these claims by The Marino Report and I am disgusted in the negativity and constant bad mouthing of our town and elected community leaders. The Marino Report is making this community look like a bunch of country hicks and to slant a quote a former councilman “a most un-agreeable community”.

Mr. Marino, I am wondering why you do not respond to the comments posted on your blog challenging The Marino Report?

It does appear you enjoy instigating but have no answers and you fail to refute statements challenging and answering questions posed to you. Looks like some individuals are answering your questions and providing information to support their response.

I am very confused by your motivation. If you believe in what you are writing, then why are you not showing any backbone to answer your critics and challenge their responses?

Can it be their answers are factual and supported by written documents and fact while your statements are lies and a distortion of the facts?

Copy-Cat continues to paste the same response to each of your listings. You have not answered why this individual was successful in her effort to get information from the Borough and you claim you cannot and no one else can get this information.

Tell me, why you do not respond?

Sad, but I think everyone can see how lonely an individual you are and how you miss yours.
