It has been established that www.marinoreport.com has become a forum for many buffoons, malcontents, faceless gutless wonders and no names who pretend to represent the Borough but like the Borough will not answer my inquiries and make public the finances of the Borough and in particular Hometown Utilicom.
According to the minutes of the 6-17-08 Council Meeting the Borough hired an Apprentice\Meter Reader. Keith Hill and Frank Caruso stated in 2002 that Hometown Utilicom will have AMR (Automatic Meter Reading). Jaymes Vettraino also made the same prediction in 2003. AMR does not require a meter reader.
The Borough also hired 4 CSO’s (Community Service Officers). It seems Chief Cole can not retain the personnel he hires. Recently a Police Officer resigned and no one asked Chief Cole for the reason.
Why is the Water and Wastewater Committee paying to upgrade the SCADA System when Hometown Utilicom is paid for security services by the Water and Sewer Department? Shouldn’t HU pay for the upgrade being they provide the service?
I am positive it will be easy for one of you activists to reply and explain the above questions that all came out of the minutes of the 6-17-08 Council Meeting. Let us have the facts and not question who I am because I am visible and you know who I am. I am a taxpayer and that is enough to ask to see what the Borough is doing with public funds that belong to the public and to explain legislation they vote on.

* Print your proof.
* Prove you are who you say you are.
* Answer the publics questions asked.
* Respond to the claim that the Borough has provided others with information when asked.
* Explain why you did not use the Boroughs website to download the Financial information you claim you cannot get.
* What are your qualifications that make you an authority on Government practices?
Why are you, Mr. Gennaro evading the questions and avoiding proving what you say?
Have you ever heard the term "narcistic"?
It would not surprise me to hear that you have been told this, professionally, more than once.

I took it upon myself and called the Borough and spoke to the Finance Director Russ. I asked how I could get a copy of the Budget, he told me to come in and ask at the front counter, he said I could review it there and if I wanted a printed copy or copies of certain pages I could request them, I would have to pay a copy charge for each page. I asked if the 2007 Audit is available and he said the Auditors are finalizing it and it should be available at the end of July.
Russ also told me that I could go to the Boroughs website and view or download the 2004, 2005, 2006 Audited Financial Reports and the 2008 Budget detail report which is also available.

I don't know about you but something here sure does not make sense. The Marino Report has claimed over and over again that "The Borough is hiding information", "They won't give me a copy of the Budget".
All I did was call and I was told what to do. There is one claim that may be correct, The Borough will not give you a copy. You must pay for it if you want to take it with you. If you download it yourself then it is free.
The Marino Report also claims the Borough does not have an Auditor, well the Finance Director told me the Auditor is finalizing the 2007 Audit. So the Borough in fact has an Auditor. Another false claim by The Marino Report.
At this time, everyone should be asking themselves what is the real purpose of Mr. Marino and his constant badgering and dissemination of false information and claims?
I took the time to check out these claims by The Marino Report and I am disgusted in the negativity and constant bad mouthing of our town and elected community leaders. The Marino Report is making this community look like a bunch of country hicks and to slant a quote a former councilman “a most un-agreeable community”.

Let's face it, you would be embarrassed and made a fool of because what you write is untrue, unsubstantiated, unfounded. In a Public forum you would be asked the same questions asked of you in the blog. That's why you can't face the public.
Here is a suggestion, Use Baileys Barber Shop as your headquarters. Publish a date and time for a meeting with the creator of The Marino Report and let's see how many of the public attend? It would be embarrassing.

No AMR Meter reader has been hired by the Borough. False and incorrect statement published in The Marino Report.
CSO's are a great alternative to the cost of full time Police Officers. There are many tasks that do not require the action of a Police Officer. The Officers on duty can concentrate on real police problems rather than work street crossings etc.
Trained Police Officers have value in todays market. Opportunities present themselves daily in this skilled profession.
According to the IT Director, The SCADA software and hardware are owned and funded by the Utilities that use the service. IT handles the software and hardware support, day to day activities. The IT department also handles the reporting of collected data which is used for billing purposes.
The water department is continuing to replace water meter’s and configure them for AMR services. According to IT Director Caruso, he has been told that Marino has refused to allow the water department access to install the new meter. He refuses to cooperate.
I have been told 95% of the Borough has electric AMR meters and 75% have water AMR meters. Because of the installation time and the availability of residents, the water meter change-out requires an appointment because the meter is located inside the home.
Those homes having AMR including water have the services of leak detection and usage reporting.
The Marino Report has once again misinformed the public.
Mr. Marino and The Marino Report, why have you not published the successfull contract arrangement HU now has with APEX Village?
