I tell everyone I meet to go to the marinoreport.com and just read just the comments and they will get a lesson in futility by a group of nameless desperados. They have trouble reading, writing and spelling. A few of their names are Anonymous, Copy-Cat, Anti- Marino Reporter and Forever a Main Street Resident. I have checked many telephone books and people finders and I can not find any phone numbers or addresses for them. They really do not exist but they criticize my short bio, my ancestry and use vulgarity in their comments. I question the Borough’s finances and procedures and these same no names do not answer the questions, but blindly attack me personally because they do not have a clue as to what is going on in the finances of the Borough and in particular Hometown Utilicom. It seems strange that the Borough does not reply to my blog but allows and maybe encourages the comments. It is possible that some of the comments may come from Borough Officials.
Many of the comments come from Mr. David Remaley who is an Appointed Borough Official who sits on the Kutztown Zoning Hearing Board since 1991. He has attributed statements to me that were not true which he said were on Borough Council Meeting tapes and I have demanded that he and the Borough produce the tapes or retract the statements. These facts are explained in detail in my last few blogs and public comments. I am presently waiting for Mr. Remaley and the Borough to reply to my demand.
Note: Copy-Cat the word is narcissistic not narcistic and the biggest word in my neighborhood when I was a kid was delicatessen.

* Print your proof.
* Prove you are who you say you are.
* Answer the publics questions asked.
* Respond to the claim that the Borough has provided others with information when asked.
* Explain why you did not use the Boroughs website to download the Financial information you claim you cannot get.
* What are your qualifications that make you an authority on Government practices?
Why are you, Mr. Gennaro evading the questions and avoiding proving what you say?

I took it upon myself and called the Borough and spoke to the Finance Director Russ. I asked how I could get a copy of the Budget, he told me to come in and ask at the front counter, he said I could review it there and if I wanted a printed copy or copies of certain pages I could request them, I would have to pay a copy charge for each page. I asked if the 2007 Audit is available and he said the Auditors are finalizing it and it should be available at the end of July.
Russ also told me that I could go to the Boroughs website and view or download the 2004, 2005, 2006 Audited Financial Reports and the 2008 Budget detail report which is also available.

I don't know about you but something here sure does not make sense. The Marino Report has claimed over and over again that "The Borough is hiding information", "They won't give me a copy of the Budget".
All I did was call and I was told what to do. There is one claim that may be correct, The Borough will not give you a copy. You must pay for it if you want to take it with you. If you download it yourself then it is free.
The Marino Report also claims the Borough does not have an Auditor, well the Finance Director told me the Auditor is finalizing the 2007 Audit. So the Borough in fact has an Auditor. Another false claim by The Marino Report.
At this time, everyone should be asking themselves what is the real purpose of Mr. Marino and his constant badgering and dissemination of false information and claims?
I took the time to check out these claims by The Marino Report and I am disgusted in the negativity and constant bad mouthing of our town and elected community leaders. The Marino Report is making this community look like a bunch of country hicks and to slant a quote a former councilman “a most un-agreeable community”.

Can it be their answers are factual and supported by written documents and fact while your statements are lies and a distortion of the facts?

Due to the actions of FORMER MAYOR MARINO the insurance company of the Borough raised the annual premium, doubling the prior years cost. The Borough's insurance rating skyrocketed forcing the Borough to find multiple underwriters.

From The Marino Report - "no mention of the fact that HU loses about $1 million a year"
The finances of the telecommunications system is reported in the monthly financial report. There is no accounting loss of $1million dollars reported, this month, this year, or last year. (Nearly impossible to hide)
It is nearly impossible for an entity, especially a small Government entity, to lose $1 million dollars per year without someone of a higher authority taking notice.
The statement made by The Marino Report again uses the word "about". This clearly indicates that Mr Marino and The Marino Report has once again embarked on a "fishing" expedition for information.
Here is my challenge to Mr Marino and The Marino Report, PRINT YOUR PROOF. PUBLISH THE DOUCMENTS SHOWING A $1million DOLLAR LOSE PER YEAR.
The Marino Report is again in error regarding the 6/17 Minutes. The statements by Marino are exaggerations and twisting of statements.
Mr Marino, why don't you ask Service Electric, Verizon, Comcast, or any other entity to provide you with their customer numbers? HU operates in a competitive world and that world protects its client, The People of The Borough of Kutztown. Providing this information could damage and hinder the business. Common Sense. I know that is not something you are capable of understanding.
You were asked in a previous comment why you have not acknowledged HU and its success in negotiating a deal to serve the APEX complex. I am curious as well, why no acknowledgement?
You were also asked why you do not attend committee or council meetings to ask your questions in a Public Forum, why not?
The answer to the above questions is simple, the physical proof presented to answer your false claims would put you to shame. For now, you keep your distance by writing false information thinking no one will dispute your claims. GUESS AGAIN!
I am the anti-marino reporter and I promise the People of Kutztown that I will make phone calls, gather physical evidence either supporting or disputing The Marino Report. Right now, the information presented on this Blog this past year has been inaccurate and without fact.

The fact of the matter is, the Marino Report is no more factual than Howdy-Doody. Honesty and Integrity and The Marino Report are the same as salt and pepper or night and day, total opposites.
Marino and The Marino Report continues to make claims without the ability to produce facts. For instance, where did Marino come up with $150,000 as the waste of tax payers dollars to fight his inappropriate behavior? The real amount is not disclosed by Mr. Marino and The Marino Report for fear of embarrassment. The amount of legal fees regarding Mayor Marino exceeded $250,000 and again, the proof is in the financial reports produced 2005-2007. Yes, waste of tax-payer monies. The experience rating of the Borough was classified as “High Risk”, due to former Mayor Marino and his inappropriate behavior.

From The Marino Report –“ Call a Town Hall Meeting, publish financial reports and discuss all Borough Finances especially Hometown Utilicom”.
Mr Marino, there is a Town Hall Meeting every month, it is called “Council Meeting”. There are Town meetings throughout the month for each and every committee meeting that is held, and they are open to the Public, including the Finance and Telecom Meeting.
From The Marino Report – “to agree on legislation that was discussed at Committee Meetings is illegal”.
Mr Marino esq., you are an Attorney correct? You state everything the Borough does is illegal so I would imagine one of your un-substantiated claims is your “Legal Degree”?. Legislation is not voted upon at committee meetings, you know that. The entire Council must be involved for any Legislation to be adopted. The committees work on Borough Business and present the business to The Council.
Oh for the umpteenth time, COMMITTEE MEETINGS ARE PUBLIC MEETINGS.
You need to do better Marino and The Marino Report, you are failing here and your followers are jumping ship.
As far as the Mayor or Council addressing The Marino Report, why? There is nothing here to date that has not been answered over and over and over again.
For the Public, answers to the financial position of the Borough including Hometown Utilicom can be found on the Borough's website and downloaded any time.

Get serious and come clean, you are making false accusations and it is time all citizens concerned for Kutztown question your motives and credibility.
To date, the anti Marino reporter has posted responses and facts challenging your claims, you have done nothing to respond except avoid the questions posted to you.
Why have you not challenged the anti Marino reporters’ responses?
you are not the voice of the Kutztown citizens. You are not making yourself important to this community. The voting public proved this when you were removed from office.

A young lady responded to Mr Marino and he coward from responding back. She signed her name and someone told her it was a mistake to identify herself for fear of intimidation and reprisal. History has shown the true character of Mr Marino.

As of late, Mr Marino has failed to attack the Borough except Hometown Utilicom. The same rhetoric he has vomited for years is wearing out and now that he has been disproved over and over again, most people that previously supported him are not taking the time to say "Go K-Mayor', or "Right On". Slowly but surely they are disappearing.
One question, not sure how true this may be but I have been told that when Mr Marino was Mayor of Kutztown he ordered the Police Department to STAND DOWN and NOT participate in an underage drinking raid by the LCB and State Police at a local Kutztown student housing apartment. Is there anyone out there that knows more about this? Please respond. It is this type if inappropriate behavior by an elected official that all voting residents of Kutztown should be aware of.
The Community elected this individual to office without checking his background and incidents like the one above denying our Police Participation in a raid in our own town was an incident the entire town should have been made aware of. If this is true, this is one more example of malfeasance of Mr Marino as Mayor of Kutztown.
Mr. Remaly and anyone else taking an active part in stopping this blog from continuing its attack on our community, attack the issues Mr Marino claims, provide proof so others reading this blog and its comments can get the entire story not Mr Marino’s version.

Well, I have read Mr Marino's latest claim that all he does is question the Borough Finances and in particular, Hometown Utilicom.
I find interesting that Mr Marino has questioned the Borough finances but he fails to acknowledge the impact he had on these same finances while Mayor of Kutztown.
To overview a few :
• Mayor Marino asked not to be paid by the Borough, the Borough spent the time making the necessary adjustments, including the costs of the Solicitor to legally make this possible. It is not possible to make such a request without proper process.
• Mayor Marino then retracted, and asked to be paid, again the Borough incurred cost by staff , legal and the Auditor to re implement payment to the Mayor.
• Mayor Marino made requests for video tapes of meetings. The staff prepared the tapes, gave Mr. Marino the tapes and Invoice for the tapes. Thinking the Office of the Mayor would make the appropriate payment, Mr. Marino refused to pay.
• Mayor Marino did in fact direct the Kutztown Police Department to stand-down and not participate in an underage drinking raid with the LCB and State Police.
• Mayor Marino did in fact use the Police Department as his own personal taxi. Mayor Marino filed a complaint against a local resident. The case was heard by the District Justice in Hamburg. Mayor Marino directed the Police Department to transport him to and back from the hearing. This case was a personal case by Mr. Marino against a local resident. Mr. Remaley eludes to this case in his prior email.
• Mayor Marino caused excessive legal costs by the Borough as the Borough was placed in a position of liability due to the Keith Hill case. The Borough sought an injunction to keep Mayor Marino away from the Borough staff. Judge Schmehl issued an order prohibiting Mayor Marino from interaction with Borough staff. Mayor Marino was restricted from access to Borough Hall.
• Mayor Marino caused the staff and Borough Manager to expend many hours to investigate, and answer the numerous letters submitted to the Borough Council, taking away time from other important Borough business.
• Mayor Marino’s rude and crude behavior caused many Borough staff employees to be concerned about Mayor Marino. His loud, obnoxious behavior forced the Borough to install a secure door and security camera to prohibit Mayor Marino from entering the staff and administration work area.
• Mayor Marino’s actions, caused the Liability Insurer to classify the Borough of Kutztown as High-Risk causing a three fold increase in Liability insurance costs to the Borough.
• Mayor Marino’s actions with Keith Hill and Police Chief Cole caused an internal investigation and the hiring of outside attorney to hear the case and present findings which preceded the action filed in Berks County District Court.
• Mayor Marino caused the delay in marketing and pricing materials of Hometown Utilicom, delaying the launch of services. Mayor Marino vetoed every item brought forward regarding Hometown Utilicom, causing additional legal fees, additional unnecessary advertising, special meetings with causing additional legal expense, and loss revenue to Hometown Utilicom and the Borough of Kutztown.
• Mayor Marino’s antics at council meetings caused numerous meetings of three to fours hours causing additional legal costs by the Solicitor.
• Mayor Marino’s constant badgering of Hometown Utilicom caused the hiring of a consultant to study Hometown Utilicom and render a business decision. The cost of the study in 2004 was $15,000. The findings indicated a business that has the potential for success and given time would reach is objective of zero funding by transfers. The study concluded that initial capital investment is part of any startup project. Mayor Marino REJECTED THE FINDINGS.
• Mayor Marino caused unnecessary waste of funds with the Halloween Parade issue. Mayor Marino did in fact bring a check to the Borough for a permit. A day later, Mayor Marino returned to the Borough asking the check be returned. This caused a waste of staff time and effort including the cost of reissuing a check to Mayor Marino.
• Mayor Marino caused the Borough expend thousands of dollars to fight the case of Hill vs Borough of Kutztown. In this action, the Borough’s insurance carrier spent hundreds of hours addressing this issue. The insurance carrier reached a final agreement but additional costs included the Borough solicitors time and Staff time.
• Mayor Marino has caused the Borough to expend monies on two occasions within eight years to seek out a New Borough Manager. In addition to the cost and time to find a new Manager, additional interim costs were incurred to cover the Manager’s responsibilities.
There are other items of expense damaging the budget caused by Mayor Marino. As anyone with intelligence can see, Mayor Marino (Mr. Gennaro Marino) caused the Borough to expend over quarter of a million dollars to address his inappropriate behavior.
So Mr. Marino, when you talk about the Borough wasting tax-payers money, when you talk about Borough staff inappropriately falsifying budgets and reporting, I find your actions “ILLEGAL AND THE ETHICS COMMITTEE FAILED TO INVESTIGATE YOU AND YOUR OFFICE”. You caused a serious budget problem for residents of the Borough of Kutztown. The $250,000 wasted on you could have been used to lower the cost of electricity for an entire year to this community.
Mr. Marino, why don’t you take the time to explain to the Kutztown Community WHY additional security was necessary when Governor Rendell visited Kutztown during his campaign visit. Why were you NOT allowed to interact with the Governor?
Mr. Marno. Why don’t you take the time to explain to the Kutztown Community WHY Kutztown University would not involve you with the visit of President Bush? Why were you kept away from the security details involving the President’s visit.
You see Mr. Marino people of Kutztown need to know about you!. Your fake attempt to discredit the Borough is personal motivation to hide your FAILURE. You have cost this Borough too much money, effort, embarrassment and time.
People, pay attention here! Hometown Utilicom has not lost $250,000 and yet since its inception, 2002. Mr. Marino is having a difficult mental time separating Capital Investment with “Cost”. This individuals actions wasted Budget funds and he has the gull to attack a business generating revenue, attack the Borough for its Budget. Hold him accountable, make him pay back the waste!.
