Gennaro A. Marino P.E.
Notice to the Borough
Kutztown Borough Hall
Borough Officials and Appointed Employees
Tuesday August 19, 2008 is a regular monthly Council Meeting and as of tonight Friday August 15, 2008 there is no agenda available on the Borough website. When will the elected Borough Officials review the agenda items to vote on them? And shouldn’t the agenda be available to the public to keep them informed? If the agenda was readily available more residents will attend the meetings and there will be some informative discussions before the votes. This is just another example of the Borough withholding information about Borough finances and legislation. For instance where is the $1.3 million HU loan and where is the HU business plan that was voted on at the March Council Meeting? The minutes of the July Council Meeting are not available but the June meeting was 25 minutes long and the Council voted on 26 pieces of legislation. A 25 minute council meeting in a Borough with a Budget of over $19 million just doesn’t make any sense. I am sure you will respond to this blog through your anonymous supporters.

Absolutely, here is your response, get lost!
You again have written nothing except bullshit. If the Council meeting is Tuesday, why would the agenda be published on Friday four days before the meeting? I guess there is no Borough Business conducted on Monday, Oh darn, forgot, the Finance and Telecom meeting is Monday. I guess if the agenda was already published then the activity at the committee meeting could not be discussed at the council meeting. Being the moron you are, you would claim ILLEGAL, ILLEGAL, ILLEGAL, because the agenda would be amended, yep, that does make sense morino.
Stop trying to light fires over bullshit. Come up with something of substance.
Why are you afraid of attending council meetings anyway? How many committee meetings have you attended in the eight dark years you have irritated people?
You are always looking for someone else to take up the fight for you. All you do is instigate and then hide. I'll bet when you were a child you started problems with kids and then hid behind mommy's skirt! Same as you are doing now.
You know the answers to the statements you are making, come up with something original.
Hey dipshit, one more note, the July minutes are not available becasue they have to be finalized at the next council meeting, which is ??damn, August 19th, that's how errors are corrected before publishing.
You have been an expert how long?
Oh Mr. Marino, you cannot be this ignorant. The questions you pose regarding the Borough's process regarding Borough business has been explained to you no less than a dozen times.
Oh well, I have to keep telling my 90 year old grandmother that she lives in Florida, not Pennsylvania.
The Borough works in committees, the committees are made up of council members. The committees review and deal with business relevant to the committees responsibilities. This could be one meeting or multiple meetings throughout the month depending on the complexity of the business.
The committee then prepares the appropriate documents and discussion details for the Council. The information is placed in the Council Members mailbox for their review prior to the Council Meeting. There are times where information is seen for the first time at the Council Meeting, these could be items where the information was not available. That is why there is a call for "discussion" prior to the council voting on any issue.
HU channel 2 plays the council meeting multiple times throughout the month. The information appearing on the minutes is the same as that replayed numerous times on HU 2.
A 25 minute council meeting in June, so what's the issue? the July meeting was more than 2 hours. All depends on the business that needs COUNCIL APPROVAL. The committee’s responsibility is dealing with the business details and then making recommendations to the Council. No secret, No mysterious underlying motivation. The meetings are public meetings.
The 1.3 million dollar HU loan, its still there.
HU business plan, still there.
Oh, congratulations to HU! Soon you to will know why.
The agenda is not the driving force behind people attending the council meeting. People that really want to know what is happening should attend the appropriate committee meetings, they are published in the paper, published on the web, they have a consistent schedule just like the council meeting.
As I said once before, it is NOT POSSIBLE to conduct all the business of each committee at a council meeting. Some meetings involve third parties such as engineers, vendors, project managers, Township Supervisors, University Staff, and on and on.
Obviously Mr. Marino you do not accept the answers posed to your statements. The purpose of my response is truly to educate people reading your misinformation that you are asking questions and making statements only to draw attention to yourself.
Responses, as nasty and as unprofessional as some may be are not without foundation. You have created the responses directed negatively at you. Your claims the Borough is corrupt is a claim that the elected officials, town’s people are corrupt. That sir, is inappropriate and many a Kutztownian takes offense with.
Any one person can pick up the phone and call the Borough and ask their questions as I have done numerous times. A phone call can answer the questions posed by some such as “how much are the elected officials paid? and why is it hidden?”, Why ask the question on this blog? Why not pick up the phone and call and ask the question.?
I encourage people listening to Mr. Marino to do their own research. Find out for yourself, if you are interested in knowing the real facts. Asking the questions on this site only proves that YOU REALLY ARE NOT INTERESTED IN THE FACTS AND YOU ARE AFRAID OF THE ANSWER YOU WILL HEAR SHOULD YOU CALL YOURSELF.
Sorry if I offended anyone, but seek out the truth yourself, take the time to ask those that can give you the answers and know the facts.

Friends and neighbors, whether you support Jerry Marino or not, don't forget, the Borough Is made up of towns people elected to office, the employees are no different than you or your friends and acquaintances, they are hired to do a job everyday.
They are people with lives and work day to day like your or I. Being called corrupt and crooks would offend you or I if it was us.
I find some of these responses very disheartening at a time where this country has so many serious problems.
Labeling the Council, Mayor, and Employees as thieves is uncalled for. There is no need for this. The people in office live in town, are taking the time out of their personal lives to work at making this community a better place to live.
I don't understand Jerry Marino and his constant belittling of the Borough. These are my neighbors as they are his. We live in the same community and setting. Maybe, this is his way of trying to get even because of his failure while serving as Mayor.
If you don't like an individual serving on council or committees, then vote them out of office, use the power you have as an American, use the polls. If you don't like someone serving on a board or committee, then SERVE YOURSELF! volunteer your time to make a difference.
These constant claims you make to treat council, the mayor, and borough employees as if they are "the mafia" and practicing “corruption” is ridiculous. Your constant “conspiracy” talk may happen in large settings such as New York where you came from. This is not New York.
I have spoken to Mr. Marino on several occasions and I have heard him talking to others and it is embarrassing. If you disagree or don’t wish to hear him, he immediately chastises you and you are now, part of the “corruption”. He has a personal problem and is sharing his issues with everyone that will listen to involve them, to support his problem. He was elected to office and his term loaded with turmoil, lawsuits, police intervention.
This is all concerning because he does this on main street, in local stores, coffee shops, barber shop, anywhere he can get someone to listen to him. Most leave laughing at him and mumbling unflattering names. Jerry Marino is destroying his own reputation and family name.
Friends , take the time to think before you respond, don’t stoop to the level of Jerry Marino, the borough employees are good people, doing their jobs, and they are your neighbors, some volunteering their time and performing a service for you. If you don't like what they are doing, then run for office yourself and see if you can do better.
At least take the time to contact council members or employees and give them a chance to answer your questions. don't assume, take the time to research for yourself.

Mr Gennaro Marino: this is another support document against your claims the Borough is screwing its residents. READ THIS AND TAKE NOTES!.
For all you Marino supporters out there, this only shows Gennaro Marino sensationalizes information to cause trouble.
The Borough has for two years been warning residents about this. The difference between the Borough and others, NO THANKS NEEDED!, there will NOT BE a 50-70% rate increase in electric rates as there will be in other towns NOT HAVING ELECTRIC SERVICE. Knowing this was happening in the industry, the Council has been phasing in this increase to keep pace, now in a short period of time other communities will begin to receive an electric bill DOUBLE their previous bills. NOT KUTZTOWN!
READ THIS AND SUPPORT YOUR LOCAL SYSTEM! This is also a message to Mayor Sandy Green, WAKE THE HELL UP! Main street facial uplift using the utility funds to fund Brendan Strasser, Kevin Green and your dream is a WASTE of time and money. YOU NEED TO START SUPPORTING ALL THE BOROUGH SERVICES INCLUDING HOMETOWN OR YOU WILL SOON BE OUT OF OFFICE AS WELL.. WAKE UP!
Kutztown residents, what do you think our rates would be for television and internet today if not for Hometown Utilicom? All you need to do is call someone having Service Electric television and internet from Maxatawny, or other surrounding communities and perform a PRICE CHECK!
Read the article below and appreciate the effort of the current and past Council.

For Berks residents, electric prices about to explode
By Dan Kelly

Consumers have about a year or two before the price of power in Berks starts to soar, and there's little relief in sight
For years now Berks County consumers have been warned that caps on electricity rates will end in 2010.
In 16 months, local utility bills are expected to skyrocket, and there appears to be little hope of a reprieve.
PPL Electric Utilities Corp. prices will jump by about 35 percent on Dec. 31, 2009. Met-Ed customers are expected to see an increase of about 55 percent a year later.
"This is going to be a terrible electric shock," said state Sen. Michael A. O'Pake, a Reading Democrat. "We've got to do what we can to prevent that."
Those would actually be modest rate hikes compared with what happened in Pike County, which experienced a 75 percent rate hike three years ago, O'Pake said.
When electric rate caps were lifted in other states, it resulted in similarly staggering increases.
They included Rhode Island, 52 percent; Illinois, 55 percent; Massachusetts, 56 percent; Delaware, 59 percent; Maryland 72 percent; Connecticut, 79 percent; Texas, 82 percent.
Conservation seems to be the most recommended salve for consumers' electric burns.
Simply put, use less electricity and your bill won't be as high, said John Hanger, president of PennFuture, a consumer advocacy group.
When the state's electricity market is completely deregulated prices will go up. But if people start using less electricity, the reduced demand should eventually lead to lower electricity prices.
"Look what happened with the price of oil," Hanger said. "People cut their driving by 5 percent and the price of a barrel of oil has dropped from $147 per barrel to $116."
"After 14 years of rate caps it's not surprising that prices would increase even in the best of times," Hanger said. "Having said that, we agree that steps should be taken to give consumers tools to conserve."
