More Borough Council Finances 2-5-08
Upon reviewing the structure of the Committees of the Borough I discovered that there are six committees and they are:
Community Development Committee
Public Safety Committee
Public Works committee
Personnel Committee
Water and Wastewater Committee
Finance, Electric and Telecommunications Committee
I noticed Telecommunications, a business venture that loses about $1 million a year, is conveniently tucked in between Finance and Electric in one committee. Finance is the General Fund and Electric is the Electric Fund and between them they generate and control almost all of the revenue and funds that can be transferred to all departments of the Borough without restrictions. Telecommunications (Hometown Utilicom) is grouped with Finance and Electric to allow Borough Manager\Treasurer Vettraino to intermingle revenue and funds of the three departments and illegally conceal the finances of Hometown Utilicom. This coupled with the item on the Consent Agenda which usually reads “move funds from any fund or agency to any other fund or agency to pay the monthly bills” allows Mr. Vettraino to transfer funds secretly without making them public. These illegal transfers and fund movements are all done under the direction and the approval of the Borough Council, Mayor Sandra Green, ITD Caruso and Borough Solicitors Dietrich and Mooney and auditors Long & Barrell.
To complete the scheme and keep the finances of Hometown Utilicom a secret, there are no 2006 and 2007 Budgets available at the Borough Hall.

Looks like this site is losing its luster, what happened to all the commentors?
Personally Marino fails to respond and disprove the facts presented and so the reading public has grown tired of waiting for his proof supporting his claims and reading the same old rhetoric.
Oh well, could be those with common sense have grown tired of this and tired of waiting..

We are in the same frame of mind. Mr Marino cannot prove what he says.
After reading the comments on the other websites regarding Marino and Kutztown it apppears most are tired of waiting and moving on
We have decided to do the same. This is a waste of time as we felt like others, maybe he has something that should be questioned, but he has been asked on more than one occasion to prove what he claims.
Mr Marino's failure to post documents to prove his statements and his most recent response as to why he will not post documents to support his claims, only supports what most others are saying, he has nothing to show.
We also have decided to cut ties with Mr Marino and will not read his blog in the future.

How many responsible parents would allow their son or daughter the ability to post to an adult web-blog, especially one that has so many negatives against its founder? I wouldn't allow my son or daughter access to this, would you?
After reading Marino's response to PEARL SEMAN, something has been bothering me and today when I reread Marino's response to PEARL SEAMAN I couldn't help but ask myself why a parent would allow a child to post on this site?
What really bothered me was Marino's reference to Pearl Seaman's mom. I can't find a reference to Pearl Seaman's mom in her previous posting. Interesting.
Now, I started to think about other characters, for instance, Hans Stroebel, turns out, Hans was a professional wrestler from the 50's, Marino's hayday.
If you checkout "bloggers complaints" you will see that Marino's web blog is in danger of being shutdown. A number of complaints filed due to individuals posing as someone else and his sibel and slander of individuals.
So, how does Marino fix this problem, simple, create an innocent young lady to pose questions as a innocent interested young lady. All this in an effort to stop individuals from responding to this website and attacking Marino in the same manner he attacks others. He wants the investigation into his background and lifestyle to stop making it seem that "the innocent" truly have an interest in him and what he is saying. Pretty slick but, you have now been "caught" and "exposed".
You see, Pearl Seamn never responded or acknowledged the questions posed to her. EXACTLY THE SAME APPROACH AS MARINO.
For those of you with adult humor in your veins, just like the name "Hans Stroebel", think of the name "PEARL" "SEAMAN" relate that to Nancy, Swingers, an Adult Act, NECKLACE.
This is nothing more than a slick way of poking fun at you and to stop all of you from continuing to search into Marino's background and history.
