Dear Editor,
With a Budget of $60 million and a population of 80,000 people the City of Reading spends $750 per capita and is accepted by the Commonwealth as a Distressed City is cutting spending, laying off Policemen, Firemen and other City Employees. The Borough of Kutztown with a Budget of $21 million and a population 5,000 spends about $4,200 per capita and according to the Borough Council, the Mayor and Borough Officers everything in Kutztown is wonderful. This is great being the Borough does not employ a Degreed Accountant or retain a CPA. The Borough is in the process of raising our electric rate 2 and one half percent to finance a recreation project. The Borough has doubled our water, sewer, electric tax rate in the last few years to maintain this high life style and finance Hometown Utilicom which loses about $1 million a year.

Mr Marino is in error, again.

First, if the City of Reading Per Capita is $700 and in distress and Kutztown Borough Per Capita is $4200 (which is a fake number created by Marino) and Reading is in Distress, WHAT DOES THAT TELL YOU MORON?

Obviously Reading needs more Per Capita so it would not be in DISTRESS.

You need help, you make statments that point out the evident, Reading does not have its own electric, refuse, water/sewer. telecom to cover its expenses. The people buy the services and in turn the money REMAINS IN THE COMMUNITY AND SERVES THE PEOPLE.

Thank You for being such an idiot, by being an idiot maybe Reading will create Entrprises. Reading should BECOME A SERVICE PROVIDER TO GENERATE revenue! The residents pay for police, fire etc by purchasing services. don't have to from New York to figure this one out.

One thing is for sure Marino, you keep making a case that KUTZTOWN AND ITS MODEL IS A SUCCESS!!

By the way, your misleading statements that water sewer and electric have doubled is a lie and false statement to fuel a fire with those unsuspecting that YOU ARE AN IDIOT.

When the Reading Eagle Editor reads your letter and publishes it, what do you think the people are really thinking about GENNARO MARINO (Kutztown Town Flunky)?

I received my PPL letter and it states that I am free to shop for electricity. Very nice of them. The letter continues that PPL will bill me for the services, even though I have another provider but they will bill me for "transmission" and the third party or PPL will bill me for the energy. What the hell!. It also goes on to say that our rate will increase at least 29% and this does not cover the cost of the energy.

Kutztown, whomever this Marino character is, and why he is picking a fight with your town elected officials, sounds like a personal vendetta, he is trying to lead you into the fire. He does not live in an area facing these increases.

You truly are underestimating what you have.

Yes, I am looking for a home to purchase in Kutztown. No, I don't believe people are moving away, primarily why we can't find a decent home to purchase at this time.

I would like to share my bills with Kutztown people.

Increase minimum of 29% electric, I currently pay $130 on average per month. When we conserve.

I pay $39 for cable modem from service electric and $68 for television (crappy standard television) most of it is home shopping, religion, talk shows.

I pay $32 for each phone line and we have two.

The Bundled packages in the Allentown area offered by Service is a joke, read the fine print.

My friend living in Kutztown is paying a total of $175 per month for the same type services, has a larger home, more kids and two dogs.

Something is loose in the Blog creators mind.

Kutztown, leverage even more what you have.

Hey Allentown and Gone this Marino character pays 20 cents a KW while you pay 10 cents a KW. When you get an increase you will only pay 14 cents a KW. The Kutztown commercial electric rate is 30 cents a KW and this Marino character can not shop as you can.
And this Marino character states that when the caps come off Kutztown rates will increase.

I would like to clarify how I created the $4,200. I divided the $21 million Budget by the 5,000 population and you came up with $4,200. These figures are Borough figures, not mine.
I also created the $750 by dividing the Budget of $60 million by the 80,000 population.

Excuse me Dr Marino, sorry Professor Marino, Sorry BA Marino, Sorry AA Marino. Damn what qualification do you have? Please clarify.

Come on ??Marino, you are once again distorting the facts. The Kutztown Debt is primarily Capital which is paid off over xx number of years by the services sold. You are trying to take the debt of the Borough as if it is one year (which Readings Budget obviously is) if you want to make a statement, make a correct statement. Remove the long term Capital debt from the Kutztown Budget and then calculate your Per Capita as you are doing with the Reading Budget number.

We are all not fools.

By the way, the KW paid to PPL as you stated belongs to PPL the KW you pay to Kutztown Borough belongs to Kutztown Borough, The PEOPLE of KUTZTOWN not some Corporation to enjoy, and it is paying the Capital debt.

One more time, the caps coming off PPL and MET Ed and the initial increase is for one year, each year after that for the next five years, you failed to tell everyone , 13 to 17% each year!

You have to do better Gerry.

Marino, why are you comparing the PPL Residential rate against Kutztown Commercial Rate?

Again, you are trying to pull a fast one. Of course Commercial is higher than Residential.

On the web look up the PPL commercial rate and then come back and post it compared to Kutztown. Don't forget to add the increase in 2010, 2011,2012,2013 and 2014

You are a landlord renting housing to students, correct? So you are a Commercial Customer, correct?

All of this is becuase you want to pay Residential rates while enjoying renting housing to students.

Tell the people the truth Marino, stop hiding as if you are someone fighting for the people, all along you are fighting to make more money for yourself.

Allrighty now Mr Marino, be careful becuase this is a trick question. Answer if you have the balls.

If someone offered to snow plow your driveway for $30 when necessary (and they would cut your grasss, trim your bush, take out your garbage) but the average snowplowing in the surrounding area is $25, which would you choose?

We are willing to make the effort to organize a move for you, pay for the moving truck, get volunteers to help you pack your bags, and move you at no expense to you.

We also are willing to bet an extra $100 that we would get contributions and make some serious cash to help out should you contemplate this offer.

Which do you think would happen? more volunteers and more csh contributions, or there would be more people moving out right along with you?

Bet there would be a main street party and parade for your moving van. Listen you can even where your top hat and tails.

We will even contact the Mayor of Reading and the Reading Eagle and tell them your van is on the way.

It is an offer you should consider General Marino, almost parallel to your move from New York!

Mr Gennaro Marino, question for you sir. I understand the Kutztown Utility costs are higher for services, but I also understand the profit pays for services in the Community. So my question sir is this, if you did not have the utilities the alternative would be property tax increases. Why do you prefer paying higher taxes as compared to controlled in-home spending? Your overall arguement really does not make sense to me. If I was offered lowered proeprty tax and asked to pay more for utilties and the excess stayed to pay my community services, I and probably the rest of the Country would pick the latter. At least you can control your spending based on your persoanl use. Taxes, what control do you have?

How much do you currently pay for Property tax in Kutztown? I am willing to bet is 1/4 what we pay in Berks county.

Seriuosly, what's your beef?

If you don't like it why not leave and move somewhere suited to your taste of "live and die" by taxes?

When are you going to provide us a copy of your $4200 check you say you pay to the Borough? Doesn't matter what year any will do.
