Attention Mr. Long and Mr. Barrell
Dear Sirs;
Enclosed please find a letter to me from the Pennsylvania Department of Community and Economic Development dated July 15, 2011 which states that your Kutztown Borough Audit for 2010 is a public record. Your letter attached to the Audit dated March 25, 2011 states “This report is intended solely for the information and use of the governing body and management of the Borough of Kutztown, Commonwealth of Pennsylvania, and for filing with the Pennsylvania Department of Community and Economic Development and the Berks County Clerk of Courts and is not intended to be and should not be used by anyone other than these specified parties”. I paid $4.75 for a copy of the Audit on April 4, 2011 and was told by the Borough Finance Director Samilo this was the only Audit available and there would be a later Audit for the Borough Council. The Audit is also available on the Borough Website. The DCED Letter also states “You may need to consult the CPA as to the reference of the Documents disclosure”. So I am now consulting you.
Please explain the following;
1) Explain to the Borough Residents why the Borough makes the Audit available at the Borough Hall and on its website when your letter states it is only for certain parties.
2) Explain to the residents why the Total Expenditures exceed the Total Revenues by more than $1million.
3) Explain to the residents why the Kutztonion states the Debt Service is $582,065 when it actually is $1,210,065.
In my letter dated June 1, 2011 to the Borough Mayor and Borough Council I state they are withholding and falsifying Borough Financial Records with your approval. I have not received a reply to this letter.
I think these omissions and discrepancies are deliberate to conceal the fact that the Borough is illegally funding the Telecommunications Department, which loses about $1 million a year, with funds from other Borough Departments, all again with your approval.

Very interesting and informative information. Can you tell us how you know so much more than the average Kutztonian on the street? If what you say is true, this borough is in really BIG trouble. Please keep us posted on the latest. Thank you, John D.
John D. The Borough is in trouble with its finances and if you read my earlier posts you will see that I have received no replies from the Borough Elected Officials and
the Pennsylvania Attorney General,Auditor General, DCED,the Borough Solicitor and the Borough Auditor are all aware of our finances.
I repeat the Borough Debt is more than $20 Million.
The Cable TV,internet & telephone lose about $1 million a year.
The Borough will have to raise the Electric rate shortly to pay the loan payment of more than $1.6 Million a year.
I asked a council person about this and they said you are wrong, and that`s why they are not in any trouble the Attorney General, or anyone else. How can this be?
John D. This is all about corruption and cover ups. Did the Council Person say I was wrong that the Borough is not falsifying the Budget, publishing fraudulent financial reports and altering Foreman Reports? Was I wrong when I called out the Mayor and Council Members as liars, deceitful, ignorant and arogant about Borough Finances? Did this Council Person state I was wrong when I stated the Borough Solicitor and Borough Auditor were aware of the false financial reports?
Did this Council Member state why the Elected Borough Officials do not answer my letters and defend themselves under advice of the Borough Solicitor?
Did this Council Member state why the Borough defied the Final Determination of the Pennsylvania Office of Records in Court?
I am ready to back up all my statements.
I only asked why the higher government authorities did not investigate your claims. The council person said there is nothing illegal to investigate and the borough is audited every year, and no practice of fraud has been uncovered. I don`t know who to believe.
My council person says you have taken them to court many times in the past and you have always come up a loser. Somebody is not being honest. I`m confused. JD

Member? Does the Council Member have a name. Why doesn't the Council Member address my letters and accusations? I would love to speak to this so called Council Person. John D. if you are sincere and truthful you will reveal their name. Thank you and continue your inquiries. Please ask the coward what I lost in Court and what the Borough won in Court. Ask him if Borough Solicitor Keith Mooney lied in Court for the Borough. I paid $100 for the Court Transcript. I am Mr. Honesty and Integrety. Thanks John D.

My council person asks that you show the court transcript on your blog. That will be all the proof i need to see who is being truthful. I`m still confused. JD
"Dear John" I am starting to wonder why this Council Member is feeding you this information but I have to publish the transcript.
When I was Mayor 2002-5 the Borough took me to Court 3 times for frivolous reasons and I took the Borough to Court once to enforce the Final Determination of the Pennsylvania Office of Open Records which ordered the Borough to publish financial reports on the Telecommunications Department. This Council Member stated I took the Borough to Court many times and always came up a loser. I am happy John D. that you have a Kutztown Borough Council Member speaking out and as usual lying. This is not going away who is the Council Member? Thanks John D.

Dear John,
It's unanimous all my detractors are anonymous and so are you. I knew you would run and hide when I asked you to identify "YOUR COUNCIL MEMBER".
Try to bend these:
1)The Borough budget and Audit are falsified.
2)The Borough Financial Reports are fraudulent.
3)The Borough Debt is more than $20 million.
4)There has never been a Financial Report on the Telecommunications Dept. since its inception in 2002.

Dear all Council Members but one and Dear John, I attend Dunkin Doughnuts at Hess on 222 and Rte 662,on 222 near Rte 73 and Rte 272 in Adamstown regularly. Why? If you all have something to say about the Messenger let's hear it. I am not only available here I also walk around Kutztown proudly. Where do you see all Council Members but one, Dear John? I don't see them or receive any replies to my accusations. So they use anonymous cronies like you, Dear John. Thanks for getting some replies and opinions from all the Council Members but one. Can't you find the other Council Member?
