Dear Editor,
Thank you for the very informative article about the Kutztown Borough 2012 Budget in the December 1, 2011 edition of The Patriot. The Borough informed you that the water rate will be increased 40%, the sewer rate 30%, the electric rate 4% and the trash rate 25%.
The article also stated that the Borough would fund the Water Dept. with a $6 million loan and the Sewer Dept. with a $6 million loan through bond issues. This will increase the Borough Debt to more than $25 million and the loan payment (debt service) will be more than $2 million annually. That is $400 per year per resident.
These utility rate increases were inevitable because the Borough has been illegally funding the Telecommunications Department with utility funds. The independent Auditor Long & Barrell, Borough Solicitor Mooney and the Court of Common Pleas Judge Jeffrey L. Schmehl are all aware of this Borough procedure. The Borough has never and has no plan to publish a financial report on Telecommunications.
With a Budget of $32 million and a population of 5,000, the Borough spends about $6,400 per resident. Reading Pennsylvania, a distressed city and also the United States’ poorest city, spends $912 per resident with a population of 80,000 and a budget of $73 million.
A debt of $25 million means the Borough borrowed $5,000 per resident. This situation is beyond reality and common sense and can not be sustained.

None of the above can state they are unaware of the illegal movement of funds from various Borough Departments into Telecommunications, falsifying the budget and never publishing a financial report on the Telecommunications.

So, if i get this right, all those you mentioned plus their auditors, are in cahoots with the borough`s coverup. AMAZING!
That is what I am saying. Along with that the Pa. Office of Open Records made a "Final Determination" that the Borough of Kutztown must turn over to me financial records I requested and the Order was overturned by Court of Common Pleas Judge Jeffrey L. Schmehl. Go back and read my blog again and read The Patriot article. I can back up all my statements and I'll have you know I have never received a reply or from anyone in the Borough.

I am silly but the real joke is 5,000 Kutztown Borough residents have a budget of $32 million and a debt of $25 million and the debt payment is $2 million a year. You can't challenge my statements so you get personal. L feel sorry for you.

Call your favorite Elected Borough Official and ask them if my figures are accurate. I noticed that the Decenber 15, 2011 issue of the Patriot does not contain my letter to the Editor.

I agree with Leiby. If you have all that honesty and integrity, please tell us why you believe the Patriot will not publish your letter. They have no ties to the borough. If what you are saying is the truth, that is news any respectable newspaper would be just too anxious to print. Your comment appreciated. Thank you, a friend.

I believe The Patriot Editor does not print my letters is for the same reason Borough Solicitor Mooney tells the Borough elected officials not to answer my letters.
The reason is all my letters are based on Borough Documents and the Borough limits all financial reports. I am working to put the Office of Open Records Court transcripts on my website for everyone to see Borough Solicitor Mooney lying in Court. And you will also see no one was sworn in.
Why didn't Patriot Editor ever mention the Office of Open Records decision and Court Hearing where Judge Jeffrey L. Schmehl overturned the Office of Open Records Final Determination which ordered the Borough give me certain financial records?
Why doesn't the Patriot state the Borough has never produced a finacial report on Telecommunications since its inception in 2002?
Thanks Friend for asking, they are all in cahoots with each other and there is a lot more to be learned about the financial records of the Borough. The only reason that we are not bankrupt is because the Borough continues to raise all utility rates, taxes and fees to pay for Telecom which loses $1 million a year. Jerry
I understand what you are saying. But if you continue to make accusations without furnishing any proof of same, i can understand why people are not listening. Anyone can open their mouths and spout rhetoric, but if you can`t back it up, you are waisting your breath and our time. Please print the evidence to back up your story, otherwise, shut your yap!
P.S. If you believe that the Patriot will not print your letters for the reasons you cited, why write them to begin with? Kind of dumb. i`d say.

Because the Newspapers and the Borough does not respond to my correspondence means the 2012 budget is not $32 million, the debt is not $25 million and the Annual loan payment is not $2 million and the Borough is not falsifying Borough finances.
