As per the Borough Code all purchases of $10,000 or more, unless exempted, shall be bid publicly. The Purchase Order amount of $119,511.87 was agreed upon with Blonder Tongue Laboratories Inc. in early March of 2009 without a public bid. After my complaint the P.O. was withdrawn and Borough Officials Bonnie Bray and Frank Caruso lied and stated to me personally that the P.O. did not exist. Bonnie Bray states this in a denial of my Right to Know Request which is a signed Borough Document that I have in my possession. In a letter to the Office of Open Records Borough Solicitor Mooney stated the P.O. was not a record which disagrees with Bonnie Bray and Frank Caruso. Counselor Mooney states the P.O. is not a record means it exists. To illegally reach an agreement in price of more than $10,000 with a contractor without a public bid, stage a bid and then lie about it is a crime. And Mayor Green, the Borough Council, Borough Manager\Treasurer Khalife, Secretary Bray, HU head Frank Caruso and Assistant Treasurer Samilo were all involved and are well aware of the P.O. and the cover up. Borough Officials do not want the P.O. to be published because it is incriminating. This is a serious violation of the law and all of the above statements can be documented. I hope I have made myself clear.

Once again you fools are only relying on Marino's word which is worth nothing. He lies and conjures up stories to create his own fantasy world.
No matter how you look at it, Marino can only distort the facts to create interest. He doesn't print the facts only his views. If he had to print the truth and the facts you fools would not be sniffing his shorts very long.
Once again I am compelled to straighten out Mr Marino and is lack of knowledge.
First, Not all items over $10,000 must go out to bid. As Marino points out, there are exceptions to the rule. Items which are proprietary in nature, items such as software are not items requiring bidding.
Custom manufactured items are also not required to be bid. In the case of Blonder Tongue Corporation, the custom build of product for the HomeTown PO should not have gone out to bid. The Borough was in error. Blonder Tongue is a manufacturer of proprietary, patented equipment. Makes sense to go directly to the source rather than a middle man to up the price.
Shame on you Marino for not explaining this in detail. Oh by the way, Mr Marino knows this as well but chose to continue to spread his poison and spend taxpayer money.
Sorry Gerry, you enjoy misinforming people and creating fictional stories for some fools that claim to believe in you.
The truth is, the Borough never should have went out to bid on this PO, they had every right to choose the custom build product to address their current needs to ensure the job get done correctly and at minimal cost.
Sorry to give you the bad news Marino but you are not a television PE (then again you could claim to be, why not?). It is evident that you are ignorant about this work and what is involved.
For the rest of you, I would hope you encourage Mr Marino to at least publish what he REALLY KNOWS and stop holding back for his own GRATIFICATION.
THE BOROUGH KNOWS AND "THE AUDITOR" SHOULD KNOW THAT THE BOROUGH CODE SPECIFICALLY STATES ALL UP DATES SHALL BE BID. THIS CONTRACT WAS FOR AN UP DATE TO THE HEAD END AND WITHOUT A BID IS A VIOLATION OF THE BOROUGH CODE. THE BOROUGH DOES NOT WANT THE PURCHASE ORDER MADE PUBLIC BECAUSE IT CONFIRMS THE BOROUGH CODE VIOLATION. GO JERRY GO
Sorry, wrong again, damn you may get something right one of these times. You have heard of the NEW DIGITAL AND HD CHANGEOVER. This portion of the project is NEW TO THE PROJECT, imagine that, all new equipment, not upgrades. Sorry to burst your bubble, keep trying.
On another note I did some research and Mr Marino claims the Council withdrew the PO ratification because he submitted a letter. Well, nice try, but once again, an attempt to misguide the misguided, damn again. See, Mr Marino read about the PO ratification from the PUBLISHED AGENDA, he took advantage of the situation to run to Borough Hall and place his letter in front of everyone before 7:30pm. Good Mr Marino, bet you never thought anyone would check the timing of your letter did you? Who cares about the PO you have been chasing for four weeks, means nothing other than you wasting tax-payers money for nothing more than finally getting a piece of paper that says "DELETED". Ouch, that hurts!
For those of you really interested, Mr Marino is an "ambulance chaser", nothing more.

Wow, stumbled upon this site. Mr. Marino is an embarrassment to the Borough. I lived there for several years, and as much as I loved that town, I sure don't miss his crap.
Yo Marino, champion of the people, you were so caught up on tracking down deleted paperwork that you missed the million dollar water project approval. Yes, you are da man. Keep wasting our money and time, more importantly the destruction of your family name.

I am only pointing out his character flaws, flaws which make him incompetent and unqualified to be calling elected and appointed officials as schemers and liars. I can prove what i say, he cannot! I believe that a persons character speaks to their true nature, something that most learning deficient people do not understand. Once you get beyond age 5, you will begin to understand!
