RIGHT TO KNOW REQUEST BLONDER CONTRACT 5-8-09

Dear Borough Elected Officials,
The letter that I delivered to you at the Borough Hall dated May 5, 2009 from RTKL Executive Director Terry Mutchler to Borough Secretary\Borough Right to Know Officer Bonnie Bray is in reference to my RTKL request to see the start and completion dates for the contract with Blonder Tongue Laboratories Inc. Secretary Bray denied my request stating that the contract does not exist therefore there are no start or completion dates. The Council voted to accept the bid from Blonder for $119,511.87 and to award them the contract at the last Council Meeting which means the contract exists. I recently asked Borough Manager\Treasurer Khalife about Mrs. Bray decision to deny my request and he stated he knew nothing about it which means she does not have authorization or approval of her decisions to grant or deny requests from her superiors, the Borough Manager, the Mayor or the Borough Council.
The absence of any leadership or a chain of command on the part of the Borough Council has led to this appeal and will generate more letters from the Borough Solicitor. My last appeal for the Blonder Purchase Order led to the Borough Secretary and the Borough Solicitor contradicting each other in letters to the Office of Open Records which was very embarrassing for the Borough.
I recommend you make public the start and completion dates of the contract immediately so as not to repeat the exchange of letters and confusion as in the request for the purchase order that the Borough was eventually ordered to make public by the Office of Open Records. As per the Borough Code all financial books and records should be published periodically and the Borough can start by publishing a full financial report on Hometown Utilicom.
As per the Borough Code the 2008 audit should have been made public and published in a local newspaper by April 1, 2009 and it was still unavailable at the Borough Hall as a of Friday May 8, 2009 and it was never published in a local newspaper. At least one of you should address this and provide an answer of why the Audit is not available.

This for you Marino lovers out there. The few if any that are left. I honestly assume that either you have never met this person, or you are just as nuts as he is. Spend just 5 minutes conversing with him. He is a psychiatrists dream. If you still are willing to follow him after that, you are truly disturbed. Well, even Hitler had his followers, but you would think that in this day and age, most folks would have a minimum amount of common sense.

It is about time that someone addresses what the Blog is saying and stop attacking the Blogger. There has to be details and a paper trail for a $119,511.87 contract that the Borough states does not exist.

3rd posting--why do that? If the boro had absolutley NOTHING to hide, they would address the situation to borough residents and dismiss the accusations against them. If false accusations are stated about me, you can bet your boots I would address any accusations and provide PROOF they are false. Evidently, everyone knows better in this case.

Yes it certainly is interesting that all the Jerry haters want him to prove every thing, as he should, but then again why should he. They keep saying they have proof he is wrong but are not willing to prove that any more than he is. I guess people just do not want to get along. How sad.

Very easy question.

Do you prefer a fixed property tax each year

or

Do you prefer to pay electric, refuse, water, sewer, internet, television and use your money to keep out taxes?

I wish my property tax would go away and Service Electric and PPL would pay for my community expenses.

I live in Lehigh County, any of you Kutztownians want to pay my property tax? I doubt it. Some of you don't know how lucky you are.

My notice from PPL says 40% increase coming, prepare for it. My cable and Internet bill is $98 per month for basic services. PPL is being a good sport about it, they are willing to finance the increase for my family.

To those responsible Kutztown people that appreciate what they have, don't let a few naysaers destroy what you have. We outsiders can only envy your vision to keep your cost of living under control in your own community.

Our home is for sale because we can no longer afford to stay here, again, Lehigh County.

Think about this people no one in Lehigh County is trying to help my community survive.

What situation? The entire situation invented by Marino is nothing more than smoke. He contorts, lies, and creates fiction to light fires. One year ago the RTK law did not include documents like Purchase Orders, these were work documents. Today the RTK law states that every document is RTK. So what "situation" are you referring?

By the way, this Blog is not the place for the Borough to place Offical responses. That would be improper.

If Marino truly believes in what he is doing, why didn't he bring it to a Council Meeting where the Public can see him and where it can be video taped for the television world to see and recorded in the minutes?

He would then get a response, if he really wanted one.

I applaud the Borough for not answering Marino on this Blog.
I would be very disappinted if they did.

Some of you people need to use common sense. Every time Marino submits a request, or does something where the Borough must repsond costs you and me money! How stupid are you to not see this. Because of todays world, every issue is a legal issue. Every inquiry whether it is to a Borough, a Township, a City, a County, is now a legal issue AND the citizens must pay the freight.

Marino's constant harrassment with his ridiculous requests cost the Kutztown resident a minimum of $200 per request.

He pays literally nothing! Other than it causes SERVICE rates to increase to make up the deficit. Not to long ago his actions caused the Borough a 50% increase in cost for Liability insurance because no insurer wanted to cover the Borough. $105,000 per year! prior was $58,000.

Why don't you tell me how this nut is doing anything of value for us!

He is spending our money without our permission.

Wake up people, stop Marino and stop the waste.

Address what the blog is saying? What is the blog saying? Evidently it`s alright to attack the integrity of borough council, but not Marino! Please don`t forget, he got but 34 measly votes in the last mayoral election, probably the lowest number of votes for an incumbent ever, and yet you continue to stand up for him. You really should get to know the facts and the person before you get so righteous in his behalf. Yes, i have insulted this sniveling little coward many times in the past, simply because it is the only language he understands, so to sum up, GO FUCK YOURSELF!

The Borough does not address any of Marino's charges because they are all true. The only feedback I see is from the No Names. Jerry puts his name on all of his statements.
