Nov. 7, "09 Special Council Meeting

Special Council Meeting Minutes of November 7, 2009
Borough Manager\Treasurer Khalife provided an overview of the 2010 budget, stating that either a 1 mil increase in real estate tax (0.45 mil for general purposes and 0.55 for recreation purposes) or a 2.5 percent increase in electric rates will be required to balance the 2010 budget. I say the budget presently available at the desk in the Borough Hall indicates the 2010 budget is balanced with revenue and expenses at $1,316,685.80, so what is he talking about?
Then the Council votes to sell off 1.75 MW of the Borough’s 2010 committed power to save the Borough $200,000 toward the cost of power in 2010. I say if the sale saves the Borough $200,000 why do we need a rate increase to raise $100,000?
Mr. Khalife also noted that a lot of capital projects, including items carried over from the 2009 budget because of budget constraints. I say this points out that the Borough is does not have the expertise or knowledge to manage a budget.
He also indicated that $100,000 revenue raised would be committed to matching funds for grant for North Park. I say does the Borough need park improvements with all of our budget constraints?
The Council also voted for eligible employees to take advantage of the retirement incentive. I say does the Borough have too many employees? And what is the incentive?
All the above noted action by the Borough Council reveals that they do not have a clue about finances. The Borough has to cut spending and get rid of HU which loses about $1 million a year. I state the Borough is on the road to financial disaster.

Once again Marino you take a losers stand. What company or organization today do you know that is not tightening its belt? lowering its expenses? making adjustments for the future?

If the Borough opted to not take some of the measures you are questioning, I bet you would be bashing them for "taking no action".

The company or organization not tightening its belt is the Borough of Kutztown. The budget at the Borough desk shows total budget for 2008 expenses are $17,666,247 and expenses for 2009 are $20,997,123 which means the Borough continues to spend wildly and will raise all utility and service rates. The Borough will spend almost $2 million more in 2009 than in 2008. These are records at the Borough Hall desk presently.

Marino: You have reported the borough and HU to the Pa. Governor, the Pa. Attorney General, the ALCU, among others, many times in the past. My question to you is this....What if any, was their response, what are they doing to help you in your lonely battle against crime and tyrannical cover up being committed by the council of the borough of Kutztowm? Good Points concerned, how come no legal authority has taken Marino seriously? More importanly, how come Marino never posts the response from these people?

No need to answer Marino, lack of printing the responses here or in the Newspaper speaks for iteself.

Your comment Marino is typical, one minute condemning the Borough for cutting expenses and then the next minute condeming the Borough for not taking action to cut expenses. So Marino which is it?

Three things I have going for me are honesty, integrity and an identity. I don't know where I stated the Borough was tightening its belt. The Borough has too many employees and the Borough Council does not have the intestinal fortitude to terminate them so they offer them resignation incentives. Again the Borough is desperate for funds that is why they sold 1.75 MW and saved $200,000 and still had to raise $100,000 in electric rates. Dear No Names please note the Borough didn't save $200,000 the $200,000 goes into the General Fund and then is quietly moved into their favorite business venture HOMETOWN UTILICOM WHICH AGAIN I REPEAT LOSES $100,000 A YEAR.
Why don't one of you No Names go to the Borough desk and check the lies I point out about Borough finances in my posts. One of you does not have to walk very far. Thanks I remain Jerry.

Let's see electric power hmmm, left over power not sold, hmmm, no don't sell it back to the market just keep it. You are a fool Marino, you have no understanding of the power purchase market. Your ignorance is laughable.

You should at least review and research before you post.

For those of you interested, the Borough had excess power from the Foundry not meeting its projected requirements. Excess power can be resold back into the market. Ask any power company. This is nothing new. The reverse is the real problem the projected purchase is lower than the actual requirement/use. The Borough must then purchase power "as needed" at a much higher cost.

Come on Marino, post fact then I can't dispute your claims.

By the way, The Borough (Tax Payer) had to pay for the power purchase in advance. That is what the lock in contract is all about.

Selling back only recoverd the money layed out for the power when purchased.

When do you No Name amateur accountants want to meet me at the Borough Hall and explain the Budget to me? Maybe you all should volunteer to take care of the Borough's books being the Borough can not afford an accountant.

Regarding the Electic Power Statements made by Mr Marino, a novice.

As a matter of fact not fiction, The Borough purchases Power based on projections. Those projections are performed by Power Industry Engineers and provided to ALL POWER COMPANIES. Based on those projections and based on local business projections, power is purchased at a reduced rate, in advance to meet those projections. Should a company not require the power they projected, or if the power overall use of a community is lower than anticipated, there is a power surplus and this surplus can be sold back into the power market. Sometimes at a price higher than the original price, somtimes at a lower price. This is all based on market conditions.

from the minutes it looks to me like The Borough of Kutztown sold back the surplus power, standard practice for all power companies. I think Mr Marino should identify a power company that does not practice this process.

Research Marino, take the time, maybe then people can believe what you say as factual Its hard to dispute fact. All I see regarding your postings are disputes to your claims, which supports your postings as fiction.

You didn't dispute the previous postings countering your post about electric being sold because the Borough needs the money. How come?

Whenever there is a sale there are proceeds from the sale. In this case where are the proceeds? I am sure the proceeds found there way to Hometown utilicom which loses $1 million a year.

You failed to dispute the claims about the resale of electricity. Is it true or not?

You claimed the Borough resold electricity because it is broke and needs money. Those disputing your claim state the Borough is selling off excess power. These people are disputing your claim and stating shwoing proof that you are lying and attempting to deceive the public.
